Established in 1991, the Ethiopian Human Rights Council (EHRCO) is the first non-governmental human
rights organization working on the promotion and protection of human rights in Ethiopia. EHRCO is fre
from the influence of political parties, religious institutions, tribal groups, and social classes. It stands for
democracy, the rule of law and the respect of human rights. In accordance with “The Civil Society
Organizations Proclamation No 1113/2019”, EHRCO was re-registered as an independent and non-profit
human rights institution.
Job Description
The Project Officer will be responsible for the day-to-day coordination of EHRCO’s varied projects and
interventions. Whilst some of these are long-term, others require flexibility and speed to respond to short-term
developing situations. As such, the individual must be able to work independently and will have strong
administrative and project management skills to support the activities of EHRCO’s Program department, as well as
the delivery of programs by its wider membership. Experience of the international human rights or international
development sector is essential. Knowledge of human rights law or advocacy is highly desirable since the successful
applicant may use and rely on that knowledge to further EHRCO’s mission and build on its expanding body of
work. Experience in fundraising is essential since the role involves relationship-building and applications with
present and potential funders. The Project officer must have strong communication skills, ensuring effective
dissemination of EHRCO’s publications, including drafting newsletters, press releases, social media and web
content, as well as professional interpersonal skills. The Project officer is the first point of contact for EHRCO
members, donors, partner organizations and supporters and also has the responsibility to develop proposal.
Duties and Responsibility
Under the direct supervision of the Program Coordinator, the Program Officer will be responsible for the following
 Ensure overall operational management of the projects and delivery of results in accordance with the project
documents and work plans; and other joint agreements between EHRCO and project partners;
 Creating a project schedule and proposal, with milestones, due date and estimates those material that are
 Ensure timely preparation, update and implementation of annual and detailed implementation work plans, and
other related documents for timely commencement and implementation of the project activities;
 Provide substantive input to the project activities, ultimate in-project quality assurance for achieving the overall
project outputs, ensure timely implementation of project activities, including reporting on progress vis-à-vis
planned activities and expected outputs;

 Prepare each reports according to the need of projects, evaluations and in discussions and, hence, be responsible
for preparation of review and evaluation reports such as the Mid-Term and Annual Project Report (APR)
 Collaborate with EHRCO team members, experts and consultants, including the preparation of the terms of
reference, facilitation of recruitment, forward planning of project activities and budget expenditures, activity
scheduling, monitoring of work/results and reporting;
 Represent the project during the public events, PR and media activities, ensure the proper communication of
project results through EHRCO communication channels; 
 Facilitate in collection, analysis and interpretation of data in the field of implementation. Ensure availability of
an up-to-date information on all critical issues related to EHRCO;
 Ensure compliance with respective donor’s project management policies and procedures;
 Guides any publications and Educational material development of the research section.
 Assists in the preparation of regular and special reports, as well as investigations conducted by the organization.
 Provide training for project related personnel.
 Conduct need assessment (skill audit), establish recruitment scheme & build volunteers and interns’ database,
record performance;
 Overseeing qualities of implementation processes, monitor, evaluate and sharing of leanings by using M&E
 Performs other related duties as required.

Required Skills and Experience
 Minimum qualifications and experience:
 First degree (or equivalent) in political or social sciences, Law, international relations, development
studies, public administration or related field;
 Minimum 6 years of proven experience in component/project/program coordination, policy
development and analysis, managing teams or project component; 
 Knowledge of civil society context and human rights situation in Ethiopia; 
 Experience of working with relevant projects from the governmental and non-governmental
institutions involved into civil society, democratization and human rights issues at the national level;
 Experience in the usage of computers and office software packages (MS Word, Excel) and advance
knowledge of spreadsheet and database packages, experience in handling of web-based management
 Knowledge of effective participatory Monitoring, Evaluation and Research systems
 Fluency in Amharic & English is required (both spoken and written);

The Ethiopian Human Rights Council- EHRCO is a non-profit, independent and impartial,
human rights organization that does not favour any political party, religious institution, ethnic
group, social class, etc., and stands to defend human rights.
Due to the conflict in the Tigray region and its environs, EHRCO is gravely concerned about the
scale of human rights abuses against unarmed civilians, conflict-prone displacement in the area, the plight of people vulnerable to suspicion and discrimination based on ethnicity, and the need
for urgent humanitarian assistance. As a result of the problem in the region, a six-month state of emergency is declared limiting the human rights of the people. Among these limitations, EHRCO has learned that people have been targeted by security forces for violating curfews. For instance, journalists Dawit Kebede and Bereket Berhe were reportedly killed by security forces on January
19, 2021. The legitimacy of such measures is highly doubtful.
EHRCO has received numerous allegations of human rights abuses, including rape, extra-judicial killings, arbitrary detention, and hostage-taking during and after the war. Women, children,
people with disabilities, and the elderly are the main victims of these abuses. In other parts of the country also, EHRCO has received numerous complaints of arrests, harassment, and discrimination against Tigrayans.
On the other hand, residents have been troubled and suffering for the past three months due to
the lack of banking services in all but a few areas, the disruption of basic services such as
electricity, water, and telephone, unpaid government workers, and poor health care facilities in numerous parts of the region….

የኢትዮጵያ ሰብዓዊ መብቶች ጉባኤ – ኢሰመጉ ለትርፍ ያልተቋቋመ፣ ነጻና ገለልተኛ የሆነ እንዲሁም ከማናቸውም የፖለቲካ ፓርቲ፣ የኃይማኖት ተቋም፣ የብሔረሰብ ቡድን፣ ማኅበራዊ መደብ ወዘተ የማይወግን፣ ለትርፍ ያልተቋቋመ የሰብዓዊ መብቶች ተከላካይ ተቋም ነው፡፡
ኢሰመጉ፤ በትግራይ ክልል እና አዋሳኝ አካባቢዎች በነበረው ጦርነት ምክንያት ባልታጠቁና ሰላማዊ በሆኑ ሰዎች ላይ የተፈጸመው የሰብዓዊ መብቶች ጥሰት ስፋት፣ በጦርነቱ ምክንያት ከመኖሪያ ቤታቸው የተፈናቀሉ ሰዎች ሁኔታ፣ በብሔር ማንነታቸው ብቻ ለጥርጣሬ እና መድልዎ ተጋላጭ የሆኑ ሰዎች ሁኔታ እና አስቸኳይ ሰብዓዊ ድጋፍ የሚሹ ወገኖች ጉዳይ ከፍተኛ ሥጋት አሳድሮበታል፡፡ በወቅቱ ተከስቶ በነበረው ችግር ምክንያት ለስድስት ወራት ያህል የሚቆይ የአስቸኳይ ጊዜ ዐዋጅ በመታወጁ በሰብዓዊ መብቶች ላይ ገደቦች ተጥለዋል፡፡ ከእነዚህም መካከል ‹የሰዓት እላፊ ገደቦችን ጥሳችኋል› በሚል በጸጥታ ኃይሎች የኃይል እርምጃ የተወሰደባቸው ሰዎች መኖራቸውን ኢሰመጉ መረጃዎች ደርሰውታል፡፡
ለአብነት ያህል ጋዜጠኛ ዳዊት ከበደ እና በረከት በርሄ ጥር 11 ቀን 2013 ዓ.ም በጸጥታ ኃይሎች መገደላቸውን ለማወቅ ተችሏል፡፡ ኢሰመጉ የእነዚህ እርምጃዎች ሕጋዊነት ከፍተኛ ጥርጣሬ አሳድሮበታል፡፡
ኢሰመጉ በጦርነቱ ወቅት እና ከዚያም ወዲህ ባሉት ጊዜያት አስገድዶ መድፈርን፣ ከፍርድ ውጪ የሆነ ግድያን፣ ሕገ-ወጥ እስራትን እና እገታን ጨምሮ ዓይነተ-ብዙ የሰብዓዊ መብቶች ጥሰት በልዩ ልዩ አካላት እየተፈጸሙ ስለመሆኑ የሚጠቁሙ አቤቱታዎችን ተቀብሏል፣ በርካታ መረጃዎችንም አሰባስቧል፡፡ በእነዚህ የመብት ጥሰቶች ሴቶች፣ ሕጻናት፣ አካል ጉዳተኞች እና አረጋውያን ቀዳሚ ሰለባዎች ስለመሆናቸውም ለማወቅ ተችሏል፡፡ በሌሎች የሐገሪቱ አካባቢዎችም በልዩ ልዩ ምክንያቶች የሚንቀሳቀሱ የትግራይ ተወላጆች እስር፣ እንግልት እና መድልዎ እየደረሰባቸው ስለመሆኑም ኢሰመጉ በርካታ አቤቱታዎች ደርሰውታል…
